The biggest iGaming markets in Latin America in 2026 are Brazil, Mexico, Colombia, Argentina, Peru and Chile, in that order of weight, with Paraguay opening as the newest regulated market and Central America growing without a framework. The map is no longer a gray zone with two exceptions: most of the region now has either a working regime or an active bill. This is the general map.
Which countries regulate online gambling
Colombia was the pioneer: Coljuegos licenses online gambling since 2016, with around 16 to 17 authorized operators, according to Tribuna. Peru built a dedicated online framework from scratch with Law 31557, fully in force since February 2024, and already counts more than 60 licensed operators, according to Jugar.pe. Mexico regulates federally through SEGOB, with the 2026 fiscal tightening as the big change. Argentina regulates province by province, with 20 of 24 jurisdictions covered, according to its government. Paraguay opened a competitive concession model with Law 7438/2025. Chile debates its bill while Subtel blocks unauthorized sites. Brazil, the giant, runs the federal bets regime since January 2025. Ecuador, Uruguay, Bolivia and the Central American markets operate in gray zones or state-controlled models.
Which markets grow the most
By growth rate, the ones to watch are Peru (sector analyses like Trivelta describe growth around 120% year over year), Colombia (34% between 2023 and 2025, according to Betzoid) and Brazil in absolute terms. Mexico grows in weight more than in speed, and Argentina grows province by province. Paraguay is the small market with the cleanest early-mover window of 2026.
The general map
The pattern of 2026: regulation stops being the exception. For operators, that changes the economics of the region: the winners are no longer the ones who tolerate the most risk, but the ones who build compliant, local, measurable acquisition. We detail each market in our country guides: Argentina, Peru, Mexico, Colombia and Chile, and the agency angle in our iGaming practice.
